Individualized legal services, multilingual group training sessions, and advocacy with partners in Liège. ILI – Local Integration Initiative – Legal Component

The legal department of Le Monde des Possibles, as a pillar of the Local Integration Initiative (ILI), is dedicated to combating the exclusion and injustice faced by people of foreign origin. These individuals, who often find themselves in precarious situations and facing legal uncertainty, find essential support from our department in reclaiming their rights and freeing themselves from the oppressive structures that marginalize them. By offering free, multilingual services, we aim to facilitate their social and cultural inclusion, while helping them to fully exercise their rights.
Our legal action is perfectly aligned with les autres agréments del Monde des Possibles, notamment l’insertion socioprofessionnelle and la formation en langue française. Together, these services form a comprehensive and integrated support network, enabling participants to navigate administrative, social, and economic complexities with greater ease. This free and accessible service is further enhanced by our partnership with social interpreters from the project. Univerbal, providing comprehensive support tailored to the needs of beneficiaries.

Mission and Objectives
Strengthening Rights and Social Inclusion
The legal department at Le Monde des Possibles is committed to providing frontline support to foreign nationals in precarious situations in Wallonie. This support is designed to facilitate their inclusion in society and enable them to fully exercise their rights.
In order to ensure comprehensive care, our service offers multidisciplinary support that is coordinated with other services provided by Le Monde des Possibles, particularly in the areas of social services, housing, and l’insertion socioprofessionnelle.
This integrated approach enables us to respond to beneficiaries daily questions and difficulties in a consistent and effective manner. In addition, our service acts both preventively and curatively to ensure the maintenance of a long-term residence permit, an essential condition for combating social exclusion. Through these actions, we actively contribute to the promotion of social justice by ensuring that everyone can access their fundamental rights and fully integrate into Belgian society.
The legal aspect of our work complements nos autres services, especially l’accompagnement socioprofessionnel and the formations en langue française (FLE). By combining these approaches, we create a support network that allows participants to navigate administrative and social complexities with greater ease, while consolidating their path toward independence and inclusion.
To achieve these ambitious goals, it is crucial to clearly identify and understand the groups we support and their specific needs.
People who contact us
Mainly newcomers.
Le Monde des Possibles legal service is primarily aimed at non-European newcomers in highly precarious situations. These individuals, who are often in the process of applying for international protection, face complex and multiple challenges. The majority of the people we support are non-Belgian adults residing in Belgium on a temporary or permanent basis, with or without a residence permit. These individuals often find themselves in situations of uncertainty regarding their legal status and urgently need legal support to navigate the complexities of immigration law.
Our service focuses on the most vulnerable groups, particularly those who do not yet have established legal status or who are in the process of regularization. We offer essential legal assistance to these individuals, enabling them to understand and exercise their rights in an often hostile and incomprehensible environment. Through our support, we seek to protect them from abuse, guarantee their access to essential services, and help them build a more stable and secure future in Belgium.
By supporting these groups, our legal department plays a fundamental role in their social inclusion. We work closely with other departments at Le Monde des Possibles to ensure an integrated approach, where every aspect of their journey is taken into account, from legal assistance to socio-professional integration, language learning, and citizenship training. This comprehensive approach is essential to enabling these individuals to overcome the obstacles they face and fully integrate into Belgian society.
Activities offered
Individual support and group workshops
The legal department at Le Monde des Possibles offers a comprehensive range of activities and programs designed to support foreign nationals with administrative and legal procedures. Our work covers key areas such as access to residency, maintaining residency status, and supporting applicants for international protection. We help these individuals structure their asylum stories, search for evidence, and prepare for the necessary hearings and appeals. In addition, we assist individuals in their efforts to obtain Belgian citizenship and facilitate family reunification, thereby ensuring essential legal and family stability.
Our interventions are part of a comprehensive approach in which legal support reinforces the other services offered by Le Monde des Possibles, particularly socio-professional integration and citizenship training. We provide information and advice to help beneficiaries navigate the complexities of immigration law, while referring them to lawyers and specialized services for appropriate follow-up. In addition, we work to guarantee access to fundamental rights such as health, housing, and work, and we combat violence against migrant women by offering legal and psychological support.
Finally, our service is actively involved in raising awareness of the rights of foreigners and takes action to combat racism and discrimination. Through this multidimensional approach, we work towards the full inclusion of migrants, not only by assisting them with administrative procedures, but also by helping them to integrate fully and sustainably into Belgian society.
The service operates through individual consultations by appointment.
Results
Support in the daily lives of those receiving assistance.
The legal department at Le Monde des Possibles has a concrete and measurable impact on the lives of the people we support. By consolidating residence applications, we help beneficiaries structure their files, gather the necessary documents, and interact effectively with the relevant authorities. This groundwork not only secures their status in Belgium, but also reinforces their sense of stability and security in an often hostile and complex environment.
Beyond administrative procedures, our service plays a crucial role in preventing, identifying, and combating practices such as human trafficking, domestic violence, and exploitation linked to the vulnerability of people in precarious situations. Through personalized support and liaison with health services, we facilitate access to care for people without health insurance, thereby contributing to their well-being and to public health in general. We also support the preservation of family unity by promoting family reunification for families separated by conflict or persecution, thereby promoting human dignity.
Finally, our department actively participates in raising public awareness of the rights of foreigners and combating discrimination. Through these actions, we not only respond to the immediate needs of beneficiaries, but also contribute to social peace by promoting access to rights and encouraging intercultural dialogue. This overall impact translates into better integration of people of foreign origin and a more just and inclusive society.
Partners
A complementary service for partners in Liège.
The legal department at Le Monde des Possibles relies on a vast network of partnerships to guarantee comprehensive and consistent support for foreign nationals in precarious situations. These collaborations strengthen our ability to offer high-quality legal support by integrating the external skills and resources that are essential to meeting the varied needs of our beneficiaries. Our partners include specialized associations, support groups for undocumented migrants, platforms fighting forced marriages and honor-related violence, as well as local and European human rights networks.
Our active participation in these networks allows us not only to effectively advocate for access to rights for exiled persons, but also to raise awareness among a wider audience about the realities experienced by these populations. For example, our collaboration with the Collectif liégeois de soutien aux sans-papiers and the Plateforme liégeoise de lutte contre les mariages forcés has enabled concrete actions to be developed to protect vulnerable people. In addition, by working with actors such as the Réseau Wallon de Lutte contre la Pauvreté and the Ciré ASBL, we contribute to the development of fairer and more inclusive policies.
This network of partnerships is a major asset in our mission to defend fundamental rights and promote social inclusion. By joining forces with these different actors, we strengthen our collective impact and move forward together toward a more equitable society that respects the rights of all.
These partnerships are compiled in the “Practical Guide 2024,” which is republished every year. Our partners:
- Collectif liégeois de soutien aux sans-papiers
- Collectif Liège Hospitalière
- Plateforme liégeoise de lutte contre les mariages forcés et les violences liées à l’honneur
- Réseau Wallon de Lutte contre la Pauvreté

Strengthen rights.
Continuously advocate at different levels of power.
Some demands regarding the rights of foreigners put forward by Le Monde des Possibles and its partners:
In Liège –>
Strengthening the Liège Hospitalière initiative, a space that brings together public, associative, and civic energies in favor of welcoming people of foreign origin, by improving cross-functional collaboration between municipal departments, the administration, the CPAS, municipal workers in the field, the CRIPEL, the SADA, the Forem, the ILI, etc. to jointly develop local migration policies.
Strengthening the quality of reception for migrants at the local level, in particular by centralizing services within a one-stop shop jointly managed by the city and the integration sector.
The pursuit of constructive dialogue with local police, for a sanctuary city that provides a safe space for undocumented individuals.
The introduction of a Carte Ardente, a municipal citizen card, to promote unconditional access to rights for people in precarious situations.
